The Creation of the "Borough
of Victory Gardens"
In November of 1941, just
before our entry into World War II, "the Gardens" was a
Federally-owned 99 acre tract in Randolph Township, which had been
set aside for a residential center for defense-workers and the war-workers
at Picatinny Arsenal, Hercules Powder plant, Cameron Machine Company
and of the nearby iron mines.
In 1942, the Federal
Housing Authority built 300 one story houses, constructed with concrete
blocks. During World War II, these one and two family homes were
federally owned and they housed war workers. After World War II, these
homes were sold to their occupants.
(Presently, these houses form the
majority of the town's homes; though, in recent years some condominium
developments have been constructed in this 99 acre town. Some original
citizens seem to dislike this development of condominiums and apartments, for
some were built on former ballparks and other recreation space).
In 1951, "the
Gardens" was to become an "orphan" from its parent Randolph
Township.
A present resident remembers that some Republicans feared that
the Republican dominated Randolph Township
might find itself with a Democratic Mayor by votes mainly from
the 99 acre Federal Housing Project, known as "the Gardens," and
from the town of Mount Freedom. An exclusively Republican
governing body solved this problem when they used the school budget issue
(or "distorted" school budget issue) to draw up and then ratified a
resolution, calling for the secession of the predominately Democratic-voting
residents of "the Gardens" from Randolph Township.
Randolph Township
officials claimed that "the Gardens" are an "undeserved
financial burden" and that "they" are a nuisance besides.
The New Jersey Senate bill S137 submitted by Mr. Young was to establish
and incorporate the Borough of Victory Gardens (then part of Randolph
Township) - effective upon majority vote of Randolph Township with
legal voters - voting thereon. This was passed in the Senate on
March 19, 1951 and by the Assembly on April 2, 1951. It was
expected that an extra election in September would settle the matter.
Most residents of "the
Gardens" were irate at what they saw as a politically motivated purge or
separation attempt.

From newspaper accounts:
"The typical view was given by auto salesman Alfred Buono, 'The first
mention of the whole thing came when Truman beat Dewey 6 to 1 here.
The township sure didn't get any taxes out of this before Victory
Gardens was built. All it was here was an apple orchard and a lovers'
lane. We're too small to run ourselves. Randolph's not
losing. We're paying more than our share. So is Uncle Sam.
Except for snow plowing, the township doesn't care for the roads and
sewers.'
A resident since 1941 and
mother of four and a telephone operator, Mrs. Beatrice Hansen agreed, 'It's
all politics -- they're getting too many Democratic votes from the Gardens.'
She and a Navy recruiter, Chief Machinists Mate Kenneth Curry and other
Gardens' residents agreed and felt that they are treated as social outcasts in
Randolph and Dover."

The Randolph Republican Council
members reasoned, imagined or set forth the school budget situation as an
excuse for a proposed seism. "The Gardens" was sending 47
high school students and 211 grammar school students to the Dover School
system. A few others were attending Catholic schools in Dover,
NJ. The arrangement was that Randolph Township would first pay
Dover per student sent from "the Gardens" and then receive
reimbursement from the federal government, who claimed that of $30,000 - about
$21,000 had been used as reimbursement for the school situation in
1951. But, Randolph Republicans claimed that they were somehow losing
in this arrangement. (But the federal government countered with a claim
that in the four of recent ten years, Randolph Township had profited a
total of $12,487. They also claimed that the Township was actually
gaining about $5,000 profit per recent years).
The special-vote in Randolph
Township on Tuesday September 18, 1951 was 30 to 483 within
"the Gardens", but the overall vote was 735
to 711 to sever or orphan "the
Gardens" from the parent Randolph Township, which then surrounded
"the Gardens" on three sides. Another town-like center, Mount
Freedom, agreed with "the Gardens," preferring not to sever the
relationship by voting 106 to sever but 363 against severance. However, the
Millbrook section favored severance by 342 to122, tipping the overall balance
toward severance of the unwanted stepchild from the family.
Some residents from Dover arrived
too late for voting. They understood that the polls would close based
upon Daylight time at 9PM as announced by township officials on Monday.
But a rule change made four years before, now enforced by the board of
elections, required a closing at 8PM Standard time. A local
newspaper erroneously headlined, "Polls Will Be Open From 8 A.M. to 9
P.M." They closed at 8 P.M. There was also the issue that
absentee ballots for servicemen were not mailed. These might have caused
a reverse result.
By September 23, the name of
the new entity was to become "the Borough of Victory Gardens."
Governor Driscoll was to appoint seven members of a borough council for one
year and a mayor. Or they in turn would select a mayor from within the
seven members.
C. Marco Stirone represented
"the Gardens" in unsuccessful court cases to reverse the situation
for the desperate orphaned town.
Many of the residents of
"the Gardens" then un-successfully sought affiliation with it's
northern neighbor, Dover, NJ.
In 1952, Victory Gardens
was incorporated as a municipality or "borough." From then,
Victory Gardens maintained its own Kindergarten program. But the
County Superintendent of Schools in 1969 ordered that these young children be
sent to the Dover, NJ school system, where all other older Victory Gardens students had been
attending, since 1952.
The Borough of Victory Gardens is
assessed for educational costs on a per child basis by the Dover, NJ Board of
Education. Citizens of Victory Gardens watch over these per child costs
and monitor the safety of the Borough children in school-bus activities.
The Borough of Victory Gardens
now receives police support from the State Police. The Borough has its own
Fire Department and Rescue Squad, located on Washington Avenue.
Attempted town merger (s), had
been proposed with the communities of
Wharton, Mine Hill and Dover. These proposals failed. But future
mutually beneficial situations might develop and lead Victory Gardens to
seek additional affiliation or even merger into one
large moderate-sized town which would surround Dover or even include
Dover.
This is not a likely happening,
but who knows! As old radio fans who knew of the show, "The
Shadow" ... it was said,
"Only the shadow knows!" Some say that the logical town would
begin at Route 10, not at Franklin Avenue!
